| Description: | Support the National Security Analysis Department (NSAD) and Warfare Analysis Business Area (WABA) in all aspects of its business - proposal preparation, cost estimates, and indirect budget monitoring.

| Duties: | Program Financial Management - Lead preparation of all task proposals, to include all required cost estimating and documentation, for two of the three Program Areas within the Warfare Analysis Business Area and non-WABA, NSAD managed tasks. Assist the PMs with resource planning activities. Monitor, analyze and interact with PMs on financial status of programs. Use RMIS and other tools to provide analysis of actual and projected costs for programs. Prepare financial reports as required by contract. Provide support to NSAD management for regularly scheduled PAM/PM meetings and Laboratory program reviews. Position will require regular interaction with senior management and government sponsors.
Provide programmatic support for Quality to include assisting in entering/updating TPMT plans, ECMS folder setup and maintenance and NSAD Deliverable and Review Tracking (DART) database updates.
Monitor and prepare reports for several of the departments in direct budgets. |
| Qualifications: | Required:
Bachelor's degree or equivalent in a business-related discipline. 5-7 years applicable experience in the areas of program financial management and analysis, cost management, cost estimating and/or proposal preparationHighly motivated self-starter, capable of independent operations and close attention to detail. Demonstrated communication, interpersonal, and problem solving skills. Ability to manage multiple priorities in a demanding environment. Ability to interact effectively with internal and external customers at various levels. Proficient in Microsoft products. Demonstrated knowledge of FAR, DFAR, and CAS.
Desired:
Familiar with APL policies and procedures related to contract administration and financial management. Experience with APL's business systems: RMIS, FPB, MDW, PDP, OCES, RAT, and SCM. Experience with government contracting terms, processes, and audits are beneficial.
